Develop two Programs of Instruction (POIs) and pilot courses: Civil Affairs in Irregular Warfare (CA in IW), and Governance Support. The CA in IW Course shall consist of modules in Resiliency and Human Security; Irregular Warfare; Resistance Activities; Civil Network Development and Engagement; and Civil Reconnaissance. The Governance Support Course shall consist of modules in Advising Governance Formation; Integrating Capabilities and Resources; and Advising Commanders on Governance Efforts. The courses shall draw upon existing publications provided by USASOC, USASOC G-3X Special Programs Division, USSOCOM, Interagency courses, Joint Special Operations University (JSOU) courses, Academic Institutions, military field manuals, and publically available non-military sources on nonviolent civil resistance to develop standardized and broadly available POIs.

Operational Impact:

These courses exemplify prioritization of investments in human capital as the primary competitive advantage in IW over our adversaries. They institutionalize IW and influence operations in the force to help shape the civil environment more favorable to U.S. interests in competition below the threshold of conflict, and to identify and analyze such activities by threat actors.


The courses will be transitioned to the U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS), and the 95th Civil Affairs Brigade (SO) (A).
