 Essential in Building Interagency Relationships

​The Combating Terrorism Technical Support Office (CTTSO) has been a great asset for the Law Enforcement Training Division (LETD) of the Pentagon Force Protection Agency. We have worked extensively over the years to build up our defenses in the fight against terrorism, and the CTTSO has worked with us to help get vital equipment that supported our mission. We are very grateful for the time, effort, and support that they have given to us over the past few years.

 Addressing Technology Gaps

​The IDD Subgroup is our means of addressing the technology gaps encountered by our technicians. We have developed and are developing new tools for the IED threat that includes underwater, vehicle-borne, person-borne, and WMD scenarios. Unlike the military, police responses generally have a zero damage, zero injury concept of operation. Our tools must be inexpensive, often reusable, multi-tasked, and quickly deployed. This is where the IDD Subgroup shines. They excel in developing these new tools by paying the upfront development costs in order that the costs are not rolled over into the new tool’s end user cost. Since our community is fairly small, the R&D costs would easily double or triple the costs to purchase these new tools if it weren’t for the IDD team.

​​The most important role that the TSWG IDD Subgroup has played has been the provision of direct coordinating support, which has allowed NBSCAB to survive, grow, and become a model for all first responder disciplines. NBSCAB came into existence in 1998 under some initial, temporary assistance from the FBI, but it was TSWG that worked with NIJ, DHS S&T, and other federal partners to mature the program and help NBSCAB become the strong, organized voice of the bomb squad community that it is today. Without past assistance from TSWG, this would not have happened and, without future assistance, will not be able to continue. In short, TSWG has made it possible for NBSCAB to exist. TSWG has provided the public safety bomb squad program, through NBSCAB support, improved capabilities to meet the constantly evolving threats that threaten our country while offering greater operational efficiency and safety for the bomb technician community.

Public safety bomb squads in the U.S. are absolutely dependent upon the CTTSO TSWG IDD Subgroup for technology development to meet the challenges posted by the criminal and terrorist use of IEDs

​Over the past seven years, CTTSO has played a vital role in the training of police officers, military units, and special agents that fall under the supervision of the Pentagon Force Protection Agency. Each project that has seen completion over the past seven years has been shared with multiple agencies within DoD as well as agencies outside the DoD. It has improved our interagency collaboration to ensure that training standards are maintained throughout the 700-plums armed personnel we train.

 Both within our training department and our entire agency, CTTSO/TSWG has had a profound impact on our mission success. It has equipped our force to better face the challenges of law enforcement and force protection. We have seen an increase in the retention of skills and knowledge as it pertains to our weapons programs.
